Those spikes are at waist-level. There used to be a problem in Amsterdam with people peeing in the corners in public. If a guy tries to avoid the spikes and pees anyway, he will pee on himself because of the angled plate.. haha* There used to be an electric current that went through the angled plates. After complaints (and probably a few shocked winkies) the electric currents were banned.
PS- My friend, Sanne, is from Holland... She didn't know what the word 'winkies' meant.... I didn't explain further... We left it at that....
